193 chartered schools have lost hours
One third of the chartered schools funded by the Generalitat have fewer support assistant hours in the 2025-2026 academic year than in 2024-2025. The figures were public: they were inside annexes of the DOGC that no one had emptied.
What we have done
We have extracted and cross-referenced the annexes of the four resolutions that publish, school by school, the funding for staff providing attention to students with specific educational support needs in chartered centres: 574 schools, four academic years.
- Academic year 2025-2026 — EDF/481/2026 · DOGC 9613
- Academic year 2024-2025 — EDF/1426/2025 · DOGC 9397
- Academic year 2023-2024 — EDU/337/2024 · DOGC 9100
- Academic year 2022-2023 — EDU/759/2023 · DOGC 8871
The support assistant module is set by the budget law: €450.00 per weekly hour and academic year (€440.00 in 2022-2023). Amount divided by the module = hours. In the last two academic years, this is already provided in the annex.
Who decides
«The Directorate General for Inclusive Education and Student Well-being […] transferred to the territorial services, in May 2025, an initial proposal […] based on the scores obtained by students […] in the Protocol per avaluar les necessitats de suport complementari prepared by the EAP. […] The Comissions d'ordenació educativa of each territorial service […] make the final allocation for the start of the academic year.»
BOPC 448, page 26
«Monitoring hours are initially assigned during the month of July, and constitute the reference point for the academic year.»
BOPC 390, page 32
And the public schools?
Here is the biggest gap. Hours per public centre are not published anywhere. In public centres, the service is tendered by territorial lots —file ED-2026-5, 62.63 million euros— and the Departament does not publish how many hours each school receives. In chartered schools they do, because it is a financial transfer that must appear in the DOGC.
Result: if your child goes to a public school, you cannot verify anything. But you can request it. The GAIP already granted without any limit a request exactly of this type —allocated hours and hours requested by the EAP, broken down by territorial service— in Resolució 144/2025, and the Departament did not even answer the Commission. We are preparing the request to obtain them and publish them here. Subscribe and we will notify you the day we have them.
What they cite but do not publish
- The «Criteris del nou model d'assignació d'hores de monitoratge de suport», cited by the Sindic de Greuges report.
- The «annual calendar established by the Departament», to which the service specifications refer.
- The territorial instructions: only the Consorci d'Educació de Barcelona publishes theirs.
It is not a new suspicion
The report «L'educació inclusiva a Catalunya» by the Sindic de Greuges (January 2025) had already detected it: with a global increase of 15.5% in hours, 23.2% of centres (466 out of 2,011) saw their allocation reduced, and the model «leaves without giving a clear answer the cases […] of chartered centres».
