Analysis of the allocation of caregiver hours to centers
The allocation of caregiver hours is based on the Protocol for assessing complementary support needs (Annex 4), which scores up to 81 points divided into four blocks to determine the calculation of hours.
According to the Ombudsman's report from January 2025, despite an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) have suffered a reduction in their allocation. Furthermore, out of 574 centers with published hours, 193 lost hours between the 2024-2025 and 2025-2026 school years.
The management process follows an established calendar: the proposal from the Directorate General for Inclusive Education is made in May, the initial allocation in July, and the final one before the start of the school year. The official publication in the DOGC takes place between February and April.
Regarding funding, the caregiver module is 450.00 EUR per weekly hour and school year. For public centers, file ED-2026-5 provides for 64,447 weekly hours starting from January 2026 with a budget of 62.63 million euros.
