The reality of support in inclusive schooling
The lack of adequate support in classrooms means that some students do not receive the necessary assistance, especially those with fewer communication resources. This situation calls into question whether the child truly has the assistance required for their school development, as detailed in this article from Diari ARA.
This precariousness is reflected in the allocation of hours. According to the Ombudsman's report from January 2025, despite an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) have seen their allocation reduced, which directly impacts the capacity to support students.
Furthermore, instability is evident in semi-private (concerted) centers. Out of 574 centers with published hours, 193 lost them between the 2024-2025 and 2025-2026 school years. The calculation of these hours is based on Annex 4 (Protocol for evaluating complementary support needs), which scores up to 81 points across four blocks.
To guarantee the continuity of the service, public centers operate under file ED-2026-5, with a budget of 62.63 million euros and a forecast of 64,447 weekly hours starting from January 2026.
