The situation of accompaniment and caregiver hours
The accompaniment of children with disabilities depends directly on the allocation of caregiver hours. According to the Ombudsman's report from January 2025, although there has been an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) have suffered a reduction in their allocation.
This trend is also reflected in subsidized centers (concertats). Out of 574 centers with published hours, 193 lost some between the 2024-2025 and 2025-2026 academic years. The calculation of these hours is based on Annex 4 (Protocol for evaluating complementary support needs), which scores up to 81 points across four blocks.
Regarding public centers, the service contract (file ED-2026-5) provides for 64,447 weekly hours starting from January 2026, with a budget of 62.63 million euros divided into 11 territorial lots.
