Shortages in support for students with disabilities
Guaranteeing adequate accompaniment for students with disabilities is fundamental to ensuring their inclusion. However, serious shortcomings in support within Catalan classrooms have been reported, as collected in this source.
The data show an irregular situation in the distribution of resources. According to the Ombudsman's report from January 2025, despite an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) suffered a reduction in their allocation.
This trend continues in subsidized (concerted) centers. Out of 574 centers with published hours, 193 lost some between the 2024-2025 and 2025-2026 academic years. The calculation of these hours is based on Annex 4 (Protocol for evaluating complementary support needs), which scores up to 81 points across four blocks.
In the case of public centers, file ED-2026-5 has been established with a budget of 62.63 million euros and 11 territorial lots, providing for 64,447 weekly hours starting from January 2026.
