Analysis of the allocation of childcare hours for the 2025-2026 academic year
The allocation of childcare hours for the 2025-2026 academic year is governed by EDF/481/2026 (DOGC 9613). The calculation of these hours is based on Annex 4, the Protocol for assessing complementary support needs, which scores up to 81 points divided into four blocks to determine the necessary accompaniment for the child.
Despite the established framework, the data shows an unequal situation between centers. Out of 574 centers with published hours, 193 saw a decrease between the 2024-2025 and 2025-2026 academic years. This trend coincides with the findings of the Ombudsman's report from January 2025, which detailed that 23.2% of centers (466 out of 2,011) saw their allocation reduced, despite an overall increase of 15.5% in hours.
Regarding the financial aspect, the childcare module is set at 450.00 EUR per weekly hour and school year. Furthermore, the service contract for public centers, under file ED-2026-5, has a budget of 62.63 million euros divided into 11 territorial lots, forecasting 64,447 weekly hours starting from January 2026.
