Educational support needs in Catalan schools
Access to adequate accompaniment is fundamental for the schooling of children with disabilities. According to information from EL PAÍS, one in three Catalan students requires educational support.
This demand is reflected in the management of shadow teacher hours. The Ombudsman's Report from January 2025 indicates that, despite an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) experienced a reduction in their allocation.
Likewise, data from semi-private (concertats) centers show a worrying trend: of 574 centers with published hours, 193 lost them between the 2024-2025 and 2025-2026 academic years.
To guarantee accompaniment, the system is based on the Protocol for evaluating complementary support needs (Annex 4), which scores up to 81 points across four blocks to calculate the necessary allocation for each child.
