The lack of information on support hours

Access to information regarding support hours is fundamental to knowing whether a child has the accompaniment they need. Currently, the annexes of the DOGC publish the funded hours for each subsidized center on a year-by-year basis, as seen in resolutions EDU/759/2023, EDU/337/2024, EDF/1426/2025, and EDF/481/2026.

This publication system follows an established calendar: the proposal from the Directorate General for Inclusive Education is made in May, the initial allocation in July, and the final one before the start of the school year. Subsequently, there is a communication in December and the final publication in the DOGC between February and April.

However, the data show complex situations. The Ombudsman's report from January 2025 indicates that, despite an overall increase of 15.5% in hours, 23.2% of centers (466 out of 2,011) saw their allocation reduced. Furthermore, out of 574 centers with published hours, 193 lost them between the 2024-2025 and 2025-2026 school years.

To understand how these hours are assigned, one must refer to Annex 4 (Protocol for evaluating complementary support needs), which scores up to 81 points across four blocks and serves as the basis for calculating the needs of each child. You can find more details in the source.
